Lawyer representing former Cayman Island’s Premier files not guilty plea

first_imgThe lawyer representing Speaker of the House in the Cayman Islands and former Premier McKeeva Bush has filed a “not guilty” plea to an allegation of battery that led to the arrest of the politician earlier this week.Bush, 62, was arrested late Monday at a Seminole casino on the outskirts of Fort Lauderdale, Florida.According to police “Mr. Bush allegedly wrapped his arm around (a female casino employee’s) lower back and forcefully pulled the victim towards his direction.”The arresting officer said, “Bush grabbed her buttocks while pulling her with his right arm.”Cultural misunderstandingHowever, Bush’s lawyer Keith Seltzer, told Cayman 27 News that his client was innocent and that it was a cultural misunderstanding.Seltzer also expressed confidence that the case was unlikely to progress much further..“The defendant hereby enters a plea of not guilty, requests a trial by jury, hereby waives formal arraignment and requests 15 days for the filing of appropriate defensive motions,” the plea record states.One night spent in Broward jailFollowing his arrest, Bush spent one night in the Broward County jail. He was also subsequently released on a US$1,000 bond, but he has not been formally charged and travel restrictions have not been imposed.The news of Bush’s arrest and the publicity surrounding it locally and overseas has stirred concerns about his future role as speaker in the Cayman parliament, and a political leader.Opposition Leader Ezzard Miller says he believes Bush should now step down. The signing took place during the 39th Regular Meeting of the Conference of Heads of Government of CARICOM that ended in Montego Bay, Jamaica on Friday.Arrest Warrant Treaty One agreement relates to the CARICOM Arrest Warrant Treaty, which seeks to establish a system of arrest and surrender of requested persons within the Community for the purposes of conducting a criminal prosecution for an applicable offence; or executing a custodial sentence where the requested persons have fled from justice after being sentenced for an applicable offence.Reestablishment of CXCAnother pertains to the Revised Agreement for the Establishment of the Caribbean Examinations Council (CXC). This seeks to update the CXC’s legal structure in light of subsequent organizational practices, recent market developments and current needs, with particular emphasis on accommodating requests from additional territories and institutions to join or otherwise participate in the CXC.Amend Revised Treaty of Chaguaramas The other document is the Protocol amending the Revised Treaty of Chaguaramas to incorporate the Council for National Security and Law Enforcement as an organ of the community and the CARICOM Implementation Agency for Crime and Security as an institution of the community.The Revised Treaty of Chaguaramas establishing CARICOM, including the CARICOM Single Market and Economy (CSME), was signed in 2001.Among the objectives, are improved standard of living and work in member countries; accelerated, coordinated and sustained economic development; and organization for increased production and productivity.The Conference of Heads of Government, which consists of the Heads of Government of the Member States, is the supreme organ of the CARICOM and determines and provides its policy direction.last_img read more

World Bank Provides Funds to Haiti to Help COVID-19 Response

first_imgWorld Bank Country Director for Haiti, Anabela Abreu, said “the downturn in the economy caused by the spread of COVID-19 will pose a setback for poverty reduction and inclusive growth in Haiti. Ongoing projects have provided rapid financing for priorities such as food security under the Haiti Resilient Productive Landscape Project, and social protection using cash transfers under the Municipal Development and Urban Resilience Project, the World Bank said. The Washington-based financial institution said the funds from its International Development Association (IDA) aims to increase Haiti’s capacity to mitigate the impacts of the COVID-19 outbreak and enhance resilience to natural hazards and health-related shocks. The World Bank noted that the government of Haiti has declared a state of emergency since March 19, announcing early actions including containment measures and a social protection program to mitigate the impact on poor and vulnerable households. “This operation supports key policy reforms to reduce the negative economic and social impacts on the most vulnerable. A stronger institutional framework will also increase resilience to future disasters, which is particularly important given the country’s high exposure to hurricanes and other natural hazards,’ she added. WASHINGTON – The World Bank has approved a US$20 million grant for the Haiti COVID-19 Response and Resilience Development Policy Operation. The Haiti COVID-19 Response and Resilience Development Policy Operation supports health emergency preparedness and response capacity and the strengthening of the social protection system for improved emergency cash transfer programmes. The financial institution said the challenges are further compounded with the approaching hurricane season “as Haiti remains highly vulnerable to natural hazards.” CMC The World Bank said additional actions include the operationalization of the National Disaster Risk Management System (SNGRD) and the new Civil Protection General Directorate (DGPC), together with the development of a National Disaster Risk Financing Strategy.
